U.S. Intelligence Chief Announces Major Overhaul, Cutting 40% of Staff. U.S. Director of National Intelligence Tulsi Gabbard has unveiled the first major restructuring of her office since its creation, aiming to cut over 40% of personnel by October 1 and save more than $700 million annually. The overhaul eliminates units including the Foreign Malign Influence Center, which tracked foreign attempts to sway U.S. public opinion, as well as teams monitoring weapons of mass destruction, cyber threats, and long-term global forecasts—functions Gabbard says are already handled elsewhere. She criticized the agency for becoming "bloated and inefficient" over two decades, citing politicized intelligence, leaks, and abuses of power. Gabbard stressed the changes will allow the office to focus on providing "objective, unbiased, timely intelligence" to the president and policymakers. ODNI was originally formed after 9/11 to coordinate the 18-agency U.S. intelligence community and currently employs around 1,800 staff. Gabbard has already reduced personnel by 25%, with further cuts set to take effect in the coming months.
