Labour leader Sir Keir Starmer has refused to confirm whether his government will keep its manifesto tax pledges, just weeks before Chancellor Rachel Reeves delivers the Budget on November 26. Reeves is widely expected to announce tax increases, following bleak economic forecasts and recent U-turns on welfare cuts that have tightened fiscal rules. At Prime Minister’s Questions in July, Starmer firmly said “yes” when asked if he stood by his tax commitments. Ministers echoed that stance last month, saying “the manifesto stands today.” But this week, when asked the same question, the prime minister simply replied that the government would “lay out our plans” at the Budget. Tory MP Kemi Badenoch mocked Starmer’s shift, asking what had changed since his confident reply four months ago. A spokesperson for the prime minister also avoided repeating the tax pledge, saying she could not “pre-empt” the upcoming Budget.
