Putin Blames West for Ukraine War. Russian President Vladimir Putin used the SCO summit in Tianjin to accuse the West over the Ukraine war. Putin said NATO and Western governments fueled the Ukraine conflict through years of interference. He said the crisis began with the 2013–14 uprising that ousted Ukraine’s pro-Russian president and led to Russia seizing Crimea. Clashes have since killed tens of thousands and devastated much of Ukraine. Putin described recent talks with Donald Trump and voiced support for peace proposals from China and India to advance negotiations.
