Burnham Warns NHS 'Will Collapse' Without Social Care Reform. Prime Minister Andy Burnham has warned the NHS will "collapse" unless social care is overhauled, describing reform as one of the biggest challenges facing his new government. In his first major interview since taking office, Burnham said he did not want to leave office without delivering substantial changes to the care system although he stopped short of setting a timetable. He argued that too many people were ending up in hospital because the social care system was failing to provide the support they needed. Burnham also suggested it should become harder to claim some welfare benefits as part of efforts to reduce government spending. Conservative leader Kemi Badenoch has urged the prime minister to rule out tax rises or increased borrowing to fund the reforms with Burnham expected to outline more details in a speech on adult social care later this week.
