On July 24, the United Nations Secretary General urged Russia to resume an internationally-brokered deal to allow grain shipments to move through Ukraine's Black Sea ports. ABC reports that Secretary General Antonio Guterres warned that failing to uphold the deal would have the most impact on the world's most vulnerable communities. The call to uphold the deal came during Guterres' opening speech at a three-day summit regarding the world's food systems. Guterres stressed that both Russia and Ukraine are , "essential to global food security." According to Guterres, the two nations have historically accounted for 30% of the world's total wheat and barley exports and over half of all sunflower oil. "For my part, I remain committed to facilitating unimpeded access to global markets for food products and fertilizer from both Ukraine and the Russian Federation and to deliver the food security every person deserves." "I call on the Russian Federation to return to the implementation of the Black Sea Initiative, in line with my latest proposal.", Antonio Guterres, United Nations Secretary General, via ABC. ABC reports that the deal collapsed earlier in July after Russia refused to renew the accord. The deal had been negotiated by the U.N. and Turkey as a means to maintain grain shipments to developing countries amid Russia's war against Ukraine. Initially, the deal allowed 725,000 metric tons of humanitarian food aid to reach desperate nations like Ethiopia, Afghanistan and Yemen.
