According to Russian lawmakers, the legislation is intended to protect the country against "Western anti-family ideology". The new legislation is just Russia's latest attempt to promote "traditional family values". In 2013, legislation was passed that made it illegal to publicly endorse "nontraditional sexual relations" when it comes to minors. In 2020, same-sex marriage was outlawed.
