Burnham Vows To End 'Rip-Off' Private Parking Charges. Prime Minister Andy Burnham has announced new rules aimed at protecting drivers from what he called "rip-off" private parking charges. Motorists will be guaranteed five minutes to decide whether to park and a 10-minute grace period to leave without facing a penalty. Charges will also have to be cancelled in circumstances beyond a driver's control, including breakdowns, medical emergencies and broken ticket machines. Minor mistakes, such as entering the wrong registration number or forgetting a parking permit, will face a maximum £20 charge following an appeal. The maximum private parking charge will remain frozen at £100. Burnham said drivers should not face hefty fines for being a few minutes late or making an honest mistake. Operators that fail to follow the rules could lose access to DVLA data, making it harder for them to pursue vehicle owners.
