China is constructing a vast network of launch pads, bunkers, communications systems and support infrastructure near its nuclear missile silo fields in the remote deserts of Xinjiang. According to Reuters, there are more than 80 launch pads and several military complexes linked by roads, railways and airfields to the Hami intercontinental ballistic missile (ICBM) sites. Experts believe some of the infrastructure could support mobile missile launchers, air-defence systems, electronic warfare operations and hardened command-and-control networks. The construction reflects a major expansion of China’s nuclear modernisation program under President Xi Jinping, amid rising tensions with the United States over Taiwan. While China maintains its official “no first use” nuclear doctrine, the scale and sophistication of the new facilities suggest Beijing is rapidly improving the survivability and flexibility of its nuclear forces.
