Headline: New York rally held over death on Riders Island

Caption: Family members of individuals who have died while in city jails were joined by advocates for criminal justice reform, elected officials and supporters in the pouring rain at an emergency rally at City Hall after the death of Manuel Luna on Rikers Island last week. People hold a banner that reads Rikers Is A Death Sentence and tombstone banners with the names of people who have died in city jails.
